Financial System Connectivity Troubleshooting
I am Unable to logon to VPN Dialer.
VPN is installed, but When I logon I am
prompted to logon to to the Microsoft Netowork.
After I logon to VPN my web browser opens to a page with the error message
that “The page cannot be displayed” or “Access Denied”.
I logon to VPN but Have no Icon to connect to SACS or the Financial System.
I click on the Financial System logon and get a message “your current
security settings prohibit running activeX controls on this page”.
When I click on the Financial System Login my screen goes blank, What
happened?
The problems I am experiencing are not listed here or I have
tried the suggestions listed here and I am still having problems.
I am
unable to logon to the VPN Dialer.
Check for VPN Installation
1. Check to make sure the VPN is installed by going to: Start -> Programs -> Cisco Systems VPN Client -> VPN Dialer.
2. Make Sure the Connection Entry says “FCOE-SACS” and the Host name or IP address is “206.78.49.33”, it should look like this:

If for some reason your settings do not look like this or you do not have
the option to launch this screen please contact your local computer technician
or the designated IS&T staff to send you the installation files and assist
you with installation. The contact info for each district is at the bottom of

Computers running the Windows 98 and Me operating systems should not log onto the network using VPN. To turn this option off follow these instructions.
1. Launch the VPN client from Start -> Programs -> Cisco Systems VPN Client -> VPN Dialer.
2. When the VPN Dialer screen pops up you will have to click options -> Properties.
3. Under the General tab, uncheck the Logon to Microsoft Network option.
4. Click OK to close the Properties window.

Disable Application Launcher If Enabled
If the VPN client was previously configured to launch an application it should now be disabled. We have encountered problems where the application would launch before authentication was established. Instead of launching the application automatically we suggest creating a desktop icon outlined in the Create Desktop Shortcut section below.
1. Launch the VPN client from Start -> Programs -> Cisco Systems VPN Client -> VPN Dialer.
2. When the VPN Dialer screen pops up you will have to click options -> Application Launcher.
3. Uncheck the Enable box if it is checked.
4. Click OK to close the Application Launcher window.

I logon to VPN but Have no Icon to connect to the Financial System.
Establishing an authenticated VPN connection as outlined in the previous sections is necessary before proceeding with the rest of these directions. You must make sure you are authenticated (have a yellow padlock icon just to the left of the clock in the bottom right corner) to be able to connect to the SACS Financial System.
1. Click on Start -> Programs hold the Right mouse button down on Internet explorer, drag the icon out to your desktop, and let go of the Right mouse button.
2. A small menu should pop select the “Copy Here” with the left button and rename the new desktop Icon to “SACS” or “Financial System.”
3. Right click on you new icon and select the properties option on the menu. Under the Shortcut tab within the target field you add http://DistrictName.finsys.fcoe.k12.ca.us. To the End of what’s already there. DistrictName should be substituted with your district’s name.
4. If you successfully see the page, add http://DistrictName.finsys.fcoe.k12.ca.us to trusted sites. This will allow your browser to install SACS components automatically.

I click on the Financial System logon and get a message “your current security settings prohibit running activeX controls on this page.”

3. Select the security tab and click on Trusted sites. Click the Sites button in the middle right of the window.

Here you will add the site http://DistrictName.finsys.fcoe.k12.ca.us to your
trusted web sites. Make sure the Require server verification check box down at
the bottom is not checked.


(Windows 95 and 98 users only) need to make sure that MDAC and DCOM have been installed on their PC’s.
6. Next you will install either DCOM95 or DCOM98 for the appropriate operating system either Win95 or Win98. These files are not needed on windows 2000 or XP.
7. The MDAC will also need to be installed after a reboot of the computer. This is not needed on Windows 2000 or XP.
You can also download DCOM95, DCOM98, or MDAC directly.
When I click on the Financial System Login my screen goes blank, What happened?
This is normal if you are running the Financial System for the first time or you have removed the object files from your web browser for troubleshooting purposes. Your web browser will disappear while the financial system is loading. Depending upon the speed of your network connection to FCOE it may take some time for the Login screen to appear. Restart the computer as necessary if prompted.
